Continue property-tax support for zoo services for ten years, from 2028 through 2037.

Research draft · Reviewed October 8, 2026

The decision in plain English

The proposal returns the rate to the original 0.10 mill approved in 2008 and 2016. It is slightly above the rolled-back 0.0982 mill rate. The ballot estimates $6,145,462 in the first year and describes funding zoo services through the authority, with annual independent audits.

What your vote means

Key decision facts

Who pays?
Owners of taxable property in Wayne County.
Annual cost example
$10 per $100,000 of taxable value at 0.10 mill.
For how long?
10 years: 2028–2037.
New or continued tax?
Renews 0.0982 mill and restores 0.0018 mill. The restored portion is $0.18 of the $10 example.

Examples use taxable value, not the home’s sale price or market value. Annual tax = taxable value × mills ÷ 1,000. Actual bills depend on taxable value and the rate levied.

Why was the rate rolled back?

Michigan’s Headlee rules require a lower millage rate when growth in a taxing district’s taxable property values, adjusted to exclude new construction and other additions, would otherwise make revenue grow faster than inflation. This automatic rate reduction is called a rollback. The ballot says the zoo rate was reduced from 0.10 to 0.0982 mill. This proposal asks voters to restore the difference. A lower rate does not necessarily mean a lower individual tax bill, because taxable values can change.

What happens next?

If approved and levied, the renewed tax applies during 2028–2037. This is authorization for a future ten-year period.

What could this cost?

$10 per year on $100,000 of taxable value at 0.10 mill. Of this, $0.18 reflects the restored 0.0018 mill. This is not a promise that an individual tax bill stays unchanged.

Consider the tradeoffs

Potential considerations below are editorial analysis, not attributed campaign statements or guaranteed outcomes.

Potential benefit

Continued funding could support animal care, education and maintenance described on the ballot.

Questions and concerns

Property owners continue paying this levy. Restoring the rolled-back portion raises the rate slightly compared with 0.0982 mill.

What is still unknown?

Future service levels, individual tax bills and alternative funding if the proposal fails are not established by the ballot. Current campaign arguments have not been independently reviewed.
